Internet Policy
Policy governing the use of the computers and Internet at the library.
The West Branch Public Library provides free access to the Internet to all patrons. The library does not monitor and has no control over the information accessed through the Internet and cannot be held responsible for its content. The Internet is a global entity with a highly diverse user population and library patrons use it at their own risk. Users need to be aware that not all sources on the Internet provide accurate, complete, or current information.
Intellectual Freedom
Just as the library does not restrict access to other material forms and formats, we cannot refuse access to Internet content that someone else may deem objectionable. The principles of intellectual freedom that apply to the traditional monographic library also apply to the modern electronic access library. All patrons must sign up at the desk before accessing the Internet, including those accessing the library’s Wi-Fi network on their own computers. By doing so, the patron acknowledges and accepts this policy.
Minors
Minors under the age of 18 years must have an Internet agreement on file, signed by both the minor and his/her parent or legal guardian, if using a library computer. As with other library materials, restriction of a child’s access to the Internet is the responsibility of the parent/guardian. Parents or guardians, not the library or its staff, are responsible for the Internet information selected and /or accessed by their child/children.
General
The library staff is not responsible for any technical difficulties arising while or from using the library’s Internet access. The library does not guarantee or troubleshoot connections made on personal computers.
In accordance with Iowa State Law, it is unlawful to display offensive material in a public place where children may be present; this includes pornography, offensive language, and acts of violence. Any user viewing such material will be asked to leave the computer area immediately.
A time limit of 45 minutes may be imposed on the library’s computers if another patron is awaiting computer access. The library may limit computer access to two (2) 45 minute sessions per day per patron.
